Accelerating Energy Efficiency
A Decade for Action
This year on June 8th, Versailles, France hosted the 8th Annual Global Conference on Energy Efficiency. This conference, co-hosted by the International Energy Agency (IEA) and the French Minister for Energy Transition, Her Excellency Agnès Pannier-Runacher, brought together leaders from over 80 countries, including 30 ministers and 50 CEOs, to discuss and accelerate energy efficiency initiatives worldwide.
The conference provided a platform for the IEA to present its groundbreaking report, “Energy Efficiency — The Decade for Action,” which sheds light on recent trends, policies, and the necessary steps to improve energy efficiency in the coming years.
With energy efficiency identified as a key driver in reaching net-zero emissions, it’s imperative that governments and businesses prioritize this crucial aspect of sustainable development.
The IEA’s research culminated in a joint statement signed by 45 governments, calling for stronger policy action to double the pace of energy efficiency progress by 2030. This ambitious goal aligns with the global objective of limiting global warming to 1.5 °C while simultaneously unlocking a host of social, economic, and environmental benefits.
Here are the ten strategic principles presented in the IEA’s policy toolkit for governments, which serve as a roadmap for implementing effective energy efficiency measures:

3. Create greater demand for energy efficiency solutions
Scaling up energy efficiency initiatives requires a focus on increasing demand for efficient products and services, stimulating market activity, and fostering a culture of energy-conscious consumption.
4. Focus on finance in the wider context of scaling up action
Mobilizing finance and creating favorable market conditions to attract private sector investments are critical components of successful energy efficiency actions. By removing investment barriers and combining demand-stimulating measures, governments can effectively drive market scale.
5. Leverage digital innovation to enhance system-wide efficiency
Harnessing the potential of digital innovation allows policymakers to optimize energy management, enable smart control systems, and enhance overall energy system efficiency. Simultaneously, protecting consumers and ensuring system security are crucial considerations.
6. The public sector should lead by example

Promote collaboration and knowledge sharing: Countries emphasize the importance of international collaboration and knowledge sharing to accelerate energy efficiency efforts. They commit to sharing best practices, experiences, and innovative solutions to facilitate the implementation of effective energy efficiency policies.
Strengthen energy efficiency governance and institutions: Governments commit to strengthening governance structures and institutions dedicated to energy efficiency, ensuring effective coordination, monitoring, and evaluation of energy efficiency programs and policies.
Promote energy-efficient buildings and appliances: Countries pledge to prioritize energy efficiency measures in the building and appliance sectors, including the promotion of energy-efficient construction practices, retrofitting existing buildings, and supporting the adoption of energy-efficient appliances and equipment.
Advance energy efficiency in industry: Governments commit to developing policies and programs that promote energy efficiency in industrial processes, encouraging the adoption of best-available technologies, energy management systems, and energy-efficient practices across industries.
Foster energy efficiency in transport: Countries recognize the importance of energy efficiency in the transport sector and commit to implementing measures that promote sustainable and efficient transportation systems, including the adoption of cleaner fuels, improved vehicle efficiency, and the development of public transportation infrastructure.
Empower consumers through information and education: Governments pledge to provide consumers with information and education on energy efficiency, enabling them to make informed choices and adopt energy-conscious behaviors in their daily lives.
Monitor progress and accountability: Countries agree to establish robust monitoring and reporting mechanisms to track progress towards energy efficiency targets. Regular reviews and assessments will ensure accountability and provide opportunities for course correction if necessary.
